Four rivers, one state, one sea

Rivers are the lifeblood of Andhra Pradesh: the Godavari, Krishna, Pennar and Vamsadhara systems together drain the entire state, feed its rice deltas, power its hydroelectric stations and sustain more than five crore people. Every one of them flows eastward into the Bay of Bengal. The Krishna's waters are almost fully allocated among its riparian states, while the Godavari still runs a surplus — which is why a single project that moves Godavari water to the Krishna's deficit has become the most important in AP. In 2015 the Pattiseema Lift Irrigation became India's first operational inter-basin river-linking scheme.

The four systems

From the Godavari to the Nagavali

Four great systems and a handful of smaller rivers carve up the state. The Godavari, 1,465 km in all, runs about 775 km through AP and drains the East Godavari, West Godavari, Konaseema and Eluru districts. The Krishna, 1,400 km long, flows some 612 km in AP across the largest drainage area of any of them — roughly 76,252 square kilometres from Kurnool to NTR district. The Pennar covers 536 of its 597 km inside AP through Rayalaseema, while the Vamsadhara and Nagavali drain the far north-east around Srikakulam and Vizianagaram.

Dakshin Ganga

The southern Ganga

The Dakshin Ganga enters the plains

The Godavari — revered as the Dakshin Ganga, the Ganga of the south — enters Andhra Pradesh near Bhadrachalam from Telangana and runs on to the Bay of Bengal. Between Bhadrachalam and Rajahmundry it cuts the dramatic Papikondalu gorge through the Eastern Ghats. As it nears the sea the river splits into two great distributaries, the Gautami Godavari to the north and the Vasishta Godavari to the south. Its main tributary inside AP is the Sabari, which joins near Kunavaram in the Alluri Sitharama Raju district.

The engineer's river

Cotton's barrage and the Coringa mangroves

The Godavari delta was tamed by an engineer's vision. At Rajahmundry stands the Sir Arthur Cotton Barrage, whose original anicut was raised in 1852 and whose present barrage was built between 1970 and 1982 to feed the delta canals. Where the river meets the sea lies the Coringa mangrove forest, the second largest in India. And at Pattiseema, the 2015 lift-irrigation scheme pumps Godavari water across into the Krishna — the first inter-basin link to operate in the country.

The border river

The Krishna and the gravity dam at Srisailam

The Krishna enters AP as a border, dividing the state from Telangana for about 290 km from Srisailam down to Pulichintala. On it stands the Srisailam Dam, a gravity dam 143 metres high and 512 metres long, holding 216 TMC of water and housing India's second largest underground powerhouse. Its turbines generate around 770 megawatts. From here the Krishna turns fully into Andhra Pradesh on its way to the delta.

The masonry colossus

Nagarjuna Sagar and the barrage at Vijayawada

Downstream waits Nagarjuna Sagar, built at Vijayapuri and completed in 1967 — at the time of its construction the largest masonry dam in the world, impounding 312 TMC. Closer to the coast the Prakasam Barrage at Vijayawada carries a road across the river and controls the Krishna delta canals, while the Pulichintala Dam, also called K.L. Rao Sagar, was finished in 2009 with a capacity of 45.77 TMC. The Krishna's major tributary, the Tungabhadra, joins it near Kurnool, its own dam shared with Karnataka.

The Rayalaseema Lifeline

The seasonal river

The Pennar, lifeline of Rayalaseema

The Pennar, or Penna, is the great river of the parched Rayalaseema region, though it is semi-seasonal and dries up significantly through the summer. Its largest reservoir is the Somasila Dam, with a capacity of 75 TMC. The ambitious Telugu Ganga Project carries water by canal all the way from Srisailam to Chennai under an inter-state sharing agreement. The Pennar gathers in tributaries such as the Jayamangali, Kunderu, Sagileru, Cheyyeru, Chitravathi and Papagni.

The smaller streams

Four rivers off the beaten track

Beyond the giants run a clutch of smaller rivers, each with its own claim to fame. The Tungabhadra, 531 km long, is the Krishna's major tributary and feeds the Tungabhadra Dam near Kurnool. The Swarnamukhi flows near Tirupati through the Tirupati and Nellore districts, while the Gosthani threads through the Borra Caves in Visakhapatnam. The Sarada, running through Visakhapatnam and Anakapalli, supplies water to the city of Vizag.

The Works of Water

The great dams

Ranked by the water they hold

Andhra Pradesh's dams line up in a clear order of capacity, and that order is the single most-tested fact in the chapter. Nagarjuna Sagar leads with 312 TMC, followed by Srisailam at 216 and the Tungabhadra Dam at 133, with Somasila on the Pennar holding 75 TMC. The Krishna carries the heaviest hardware — Srisailam, Nagarjuna Sagar, the Prakasam Barrage and Pulichintala — while the Godavari has the Sir Arthur Cotton Barrage and, rising now, Polavaram. Each was built to irrigate, to generate power, or to hold back floods.

Rivers turned to canals

The web that waters the fields

From these rivers spreads a web of canals that turns stored water into harvests. The Godavari and Krishna Delta systems irrigate the coastal districts of the two great rivers, while the Nagarjuna Sagar Left Canal carries Krishna water to Guntur and Prakasam. The Kurnool-Cuddapah Canal draws on the Tungabhadra for Rayalaseema, and the Telugu Ganga Canal sends Krishna water as far as Chennai. The longest of the modern lifts, the Handri-Neeva Sujala Sravanthi, pushes Krishna water across Kurnool, Anantapur, Kadapa and Nellore.

The Lifeline of AP

The lifeline

Polavaram, the lifeline of Andhra Pradesh

No project matters more to Andhra Pradesh than Polavaram, a multi-purpose dam rising on the Godavari near Polavaram village in Eluru district. The AP Reorganisation Act of 2014 granted it National Project status, and it is designed to irrigate 7.2 lakh acres across seven districts. It will bring drinking water to more than 540 villages and generate 960 megawatts of hydroelectric power. Above all it links the Godavari's surplus to the Krishna's deficit, which is why it is called the lifeline of the state.

Sharing the waters

When rivers cross borders

Because these rivers rise in one state and empty in another, their waters are fought over in tribunals. The Krishna Water Disputes Tribunal divides the Krishna among Andhra Pradesh, Telangana, Karnataka and Maharashtra. The Godavari tribunal spreads its much wider basin across Andhra Pradesh, Telangana, Maharashtra, Madhya Pradesh, Karnataka and Odisha, while a separate Vamsadhara Tribunal settles claims between Andhra Pradesh and Odisha. Between the Krishna and Godavari deltas lies Kolleru Lake, a Ramsar wetland and a reminder of how closely these systems are bound together.

The traps

Mind which river the dam sits on

The classic trap in this chapter is the river behind the dam. Srisailam and Nagarjuna Sagar both stand on the Krishna, never on the Godavari, and a careless candidate will reverse them. Remember too that the Pattiseema Lift Irrigation was India's first operational inter-basin river link, commissioned in 2015, and that the Budameru rivulet caused the devastating Vijayawada floods of 2024. Read every option to the end before you mark it.
